COMMUNICATIONS & CHURCH MOBILIZATION CONSULTANT

Contract type: Short Term

Contract Duration: 12 Months

Reporting to: Director, Programs

Programme Area: National. Based in Kampala

1.0 Background

International Justice Mission (IJM) is an international human rights organization that works to ensure that all, especially the most vulnerable, have proper and appropriate access to justice. IJM works directly with survivors of violence to offer support and assistance. IJM also works closely with local and national governments, religious and traditional leaders and in particular with the public justice system to support them and build system wide capacity.

IJM has been operating in Uganda for over 13 years and has a nationwide partnership with the Justice Law & Order Secretariat that focuses on effective prevention of and response to all forms of violence against women & children. IJM’s vision for its work in Uganda is that by 2030 all women and children across the country are protected by the justice system, are empowered and live free from violence.

2.0 Purpose**

IJM seeks a Communications & Church Mobilization Consultant to support across its delivery of multiple donor-funded programmes throughout Uganda. These are focused on strengthening the capacity of justice service providers across Uganda to improve their response to instances of Violence Against Women (VAW), Violence Against Children (VAC) and Harmful Practices (HP). The Church Mobilization & Communications Consultant will also support on IJM’s own strategic communications, as well as church engagement and events, such as Freedom Sunday.

The deliverables for the Communications & Church Mobilization Consultant will include:

· Engagement of faith-based organizations to combat VAWC + HP

· Production of effective communication, story-telling and advocacy materials for national and international audiences

· Effective reporting to donors, including the UN, and stakeholders, including JLOS, on IJM Uganda’s programmes

The Communications & Church Mobilization Consultant will have a seminary background, will bring a deep understanding of IJM and its work, will have a high level of self-initiative and use critical thinking skills to complete contract deliverables. He/she should have the ability to work sensitively and positively with programming teams and promote a learning environment.

3. Scope of Work

As part of this assignment, IJM envisions that the Communications & Church Mobilization consultant will perform different roles on behalf of IJM. These include but are not limited to:

Strategic Development & Implementation

  1. Develop and implement a communications strategy for IJM Uganda that increases the impact of IJM Uganda programming, support awareness raising on VAW/C and assists in IJM fundraising

  2. Develop and implement a church mobilization strategy for IJM Uganda to engage faith-based groups across Uganda on VAW/C and build support for IJM Uganda’s work

Communications:

  1. Strengthen the effective use of media and communications to improve the impact of IJM Uganda on VAW/C

  2. Support on reporting and communications across donor funded programmes, including to the UN and JLOS, working closely with colleagues across the Programs Team

  3. Work with colleague to draft, adapt and develop messaging for media in Uganda

  4. Develop learning guides, reports and other materials in support of IJM Uganda’s work

Church Mobilization:

  1. Work with IJM Uganda colleagues to engage churches at the District and leadership level across Uganda on VAWC and IJM Uganda’s work

  2. Develop resources and materials for outreach to and mentoring of churches across Uganda on VAWC

  3. Liaison with IJM Regional and Global colleagues on church outreach activities

Networking & Partnership:

  1. Work alongside IJM Uganda colleagues to build partnerships with media in all the locations where IJM Uganda operates

  2. Strengthen IJM Uganda’s network with church and other faith-based groups at the national and District level to build a faith-based movement to combat VAW/C

Training and Development:

  1. Develop internal knowledge and awareness across IJM Uganda on communications and outreach tools

  2. Develop internal knowledge and awareness across IJM Uganda on how church and faith-based groups can support IJM Uganda’s work

Key working relationships:

· Internal: Country Director, Director of Programs, MERL, Program Manager, Senior Managers, Programs Team, Africa/Europe Regional Team

· External: UN, JLOS, International and local partners, media organizations, faith-based groups, program beneficiaries

4.0 Competencies

The consultant will have the following competencies

· Experience of working with and within faith-based organizations including an academic, degree level education from a religious institution

· Effective communicator and net-worker

· Experience of reporting and producing materials for the UN and similar donors and for JLOS or similar entities

· Deep understanding of and commitment to IJM mission and values

· Attention to detail, ability to deliver tasks on time with limited supervision

· Ability to work independently and within a multi-disciplinary team of professionals

5.0 Education & Experience

· Bachelor’s degree Journalism, Mass communication or relevant degree. Maters in Communication is an added advantage

· Five or more years of working with churches, communities and working with community leaders.

· Three or more years of experience as a public speaker, in the media or similar duties.

6.0 Location

· To be based in Kampala with travel across IJM Uganda program areas

7.0 Type of Supervision provided

· The consultant will work under the supervision of the Director of Programs

The statement can either be incorporated into the cover letter or submitted as a separate document and should include, at a minimum, a description of your spiritual disciplines (prayer, study, etc.) and your current fellowship or place of worship.**
